Taiwan compatriots, friends, Ladies, Gentlemen
Good morning.
It’s mid-summer season, Everything is lively in the Beautiful Xiamen City. Today, I am happy to attend the fourth Cross-Strait Forum with old and new friends together . Appointed by President Hu Jintao and on behalf of the Chinese Central Government, I will give my sincere congratulations to the holding of the fourth Cross-Straits Forum, and I will give my sincere greet to all the attendees both from mainland and Taiwain, especially the Taiwan compatriots.
In year 2009, the relationship between Mainland and Taiwan has a historic turing point. In order to promote exchange between the people, especially the exchange of the grass-roots level people between Mainland and Taiwan, over 50 organizations and civil societies founded the Cross-Straits Forum together. This is a big achievement. It is in line with the wishes of strengthening communication between people from both Mainland and Taiwan and provides an important platform for people to learn from each other. In the recent three years, the Cross-Straits Forum always keep the theme of expanding exchanges, strengthening cooperation and promoting common development between mailand and Taiwan , it also insist the direction of opening to grassroots-level people, and keep the specialities of massiveness and extensiveness. With the common efforts of the relating organizations and people from both Mainland and Taiwan, the forum has become an exchange party which has the largest scale with most participating people, the biggest variety in format and the richest in content. The forum has played a important role in promoting relations and the peace development between Mainland and Taiwan . Every year, tens of thousands of Taiwanese attended the forum. It lively reflects the exchange between the people cross- straits.
My dear Fellow and Friends.
The development of both mainland and Taiwan is closely related to the long benefits of Chinese people , as well as everyone from both Mailand and Taiwan. In the past four years, on the basis of " anti Taiwan Seperation", people from Mainland and Taiwan have established mutual political understanding, and keep a positive interation, which helps to develop the relationship to a turning point and create a new situation for peace development. The two sides have realized the 30 years dreams. The people cross-straits signed 16 economic pacts including the ECFA, which promotes the regulerlization of communication. Economic cooperation between Mainland and Taiwan has deepened and culture exchange is various. The travel scale between Mainland and Taiwan have expanded rapidly. The number of travelling people has exceeded 7 million. The great communication between the people from mainland and Taiwan covers various fields. With the exchange of the grass-roots, various organizations of towns, labor , agriculture and fishery union , women and young people have signed hundreds of cooperation pacts. The cross-straits exchange has formed a situation with all-round direction, extensive areas, many levels and various formats. The content is rich and the partIcipation is extensive.
In the past one year, with the common efforts of the people from both Mainland and Taiwan. the cross-Straits relationship has developed solidly and braceed new developing chances. When the relationship between the Mainland and Taiwan faced with seriors changllenge, the Taiwan compatriots have realized that insisting the "1992 Consensus " has great importance to the stablization of Taiwan . The Taiwan compatriots have expressed the expectation of expanding communication and cooperation, promoting cross- straits negociation.The Taiwan compatriots have finally chosen to solid support the peace development of the cross-straits relations. It has been proved that to develop peaceful cross-strait relations is the right path to follow, which is in accordance with the fundamental interests and the common expectation of compatriots on both sides of the strait.
Now, the development of cross-strait relationship has entered a new stage of enhancing and deepening ties, apart from the initial stage. We will continue to implement and push forward all the policies that help to promote peaceful development in cross-strait relations. On the basis of promoting cross-strait relations, extensively consolidating with Taiwan compatriots and enhancing and fortifying the mutual recognition of anti- separation of Taiwan and the 1992 Consensus, we will positively promote economic cooperation between the mainland and Taiwan and post-ECFA negotiations and continue to deepen culture and education exchanges to benefit more people in Taiwan –especially the common people. We will further fortify the political, economic, cultural, and social fundament of the peaceful development of cross-strait relations and continue to open up new fields of cooperation.
My dear fellows and friends, the peaceful development in cross-strait relations is advantageous for peace and harmony in the Taiwan Strait, for the happiness and benefits of people on both sides of the strait and for the great rejuvenation of the Chinese nation. It is our mutual cause and responsibility to continuously promote the peaceful development of cross-strait relationship. I believe non-governmental organizations and common people on both sides of the strait should be able to further contribute to the cause. Here, I would like to propose four suggestions on how to expand and deepen non-government exchanges.
The first is to keep the tendency of the robust development of non-governmental exchanges. The cross-strait relationship has been through tough times, but in general the relations keep going forward. One of the most important reasons to this is that the non-governmental exchanges have never been stopped. The exchanges are irreplaceable to developing cross-strait relations. For many years, compatriots on both sides have great initiatives in promoting exchanges in various fields. Time and time again, they have broken down barriers, dispelled misunderstandings and opened up new paths of cooperation. We have never seen such convenient communications, such close economic ties, such active exchanges, such harmonious connection among the compatriots and such extensive mutual interests like what we see today. The power of cross-strait relations development comes from common people and the potential of development lays in common people. To expand and deepen non-governmental exchanges is an important path to follow to promote the peaceful development of cross-strait relations, which is also the best way to understand each other, learn from each other and benefit each other. In current situation, we should take more active measures to support and encourage more extensive and deepened cooperation and exchanges among people of different industries and fields between the two sides. Particularly, we should further expand and enhance exchanges among common people on both sides and let more common people involve in the big picture of cross-strait exchanges. We warmly welcome more people from Taiwan to visit the mainland, and meanwhile encouraging more people from mainland to visit Taiwan to make friends with people in Taiwan. We hope non-government exchanges will continue to act as a bridge connecting the hearts on the two sides of the Taiwan straits and an engine pushing forward the peaceful development of cross-strait relationship.
Secondly, further promoting the exchange between the Mainland and Taiwan people.
In recently years, the Cross-Straits people have not only strengthened their emotions and reached important consensus on forming the relationship between Mainland and Taiwan. Agreeing that both the Mainland and Taiwan people belong to the Chinese nation, aganist Taiwan Seperation and peace broken forces, supporting communication and promoting equal negociation between Cross-Straits people, have become the common consensus of the Mainland and Taiwan people. More and more Taiwan compatriates have realized that positive cross-straits relationship correlates closely with their own benefits. "Taiwan Independence" is not going to work. Taiwan’s future lies in the peaceful development of the cross-straits
relationship and the great revivification of Chinese people. We hope, during the mutual-benefical cooperation, people from the two straits can enhance deep-level communication, resolve each other’s concern and estrangement, strengthen the sense of family, condensing the common will of supporting the development of cross- strait relations, put efforts at forming the new situation of great unity, and breed strong and firm public will to the support development of cross-straits relationship.
Thirdly, the nongovernmental communication between the two straits will furtherly enhance the well-being of the general public. The vigorous development of the two- straits communication and cooperation has brought very concrete benefits to people from both straits. More and more Taiwan compatriates have benefited a lot. Broader relations should be established in private organisations from all regions, industries, social status, and fields. We hope the two-straits people can provide more convinience and political support for the non-governmental communication. Every government departments from every regions in the mainland have the responsibility to do good things and solve difficulties for the Taiwan compatriats, to know more about the Taiwan grass-roots’ needs from middle and micro scale comprises as well as agro- fisheries, to continue carrying out and enlarge the benefical policy’s implementation, to make more Taiwan people benefit from the peacefull development of the two- straits relationship. Mainland should actively encourage the young people from two
staits to carry out broad communication, and provide more convinient condition for Taiwan students to study in mainland, and create more favorable job environment for Taiwan people. As long as more and more Taiwan compatriates become the participator, promoters and benefiiciries of the two-straits relationship development correlating personal benefits as well as career goal with the two-straits relationship, the peaceful development of the two straits relationship must continiously getting new motivation, and the future of the two-straits relationship will be broader and broader.
Fourth, further enhance the quality and level of cross-strait civil communication. With the development for many years, cross-strait civil communication has formed a considerate
scale, and serves as a solid fundation. In the days to come, we should adapt to the new trends in cross-strait relationship and deepen the peaceful cross strait development. And we should listen to people in both mainland and Taiwan, meet their expectations, and pay special attention to the quality and level of cross-strait communication. We should follow a practical method, satisfying the demand of the mass people. In the communication of every aspect, we should look for an apropriate approach, continue to expand the content and search for innovations, and strengthen the formation of exchange mechanism. Thus, we can develop cross-strait relationship in a comprehensive, deep and sustainable way.
Ladies and Gentlemen, and my dear fellows:
Every big thing starts from something trivial.
In the past four year, we have arrived at a new period of cross-strait development, as a result of efforts from fellows in both mainland and Taiwan. In the days to come, it is the duty and responsibilities of people from both mainland and Taiwan to solidify and deepen the peaceful cross-strait development. The deep and frequent cross-strait development will pave the way for a better cross-strait relation and a broad range of cross-strait cooperation. Let’s take the opportunities, and join hand in hand, to create a better future for Chinese people.
At last, I wish the fourth cross-strait forum a complete success.
